What you are describing is just plain remote X11; nothing to do with telnet at all.

If you read "The X Windows Disaster" chapter of "The Unix Hater's Handbook," that's the whole story. Design by committee is never a good idea, but to its credit, X has finally managed to batter itself into usable software. X is so big no one has their arms completely around it, for example there's more code in X than there is in the Linux kernel.
