I'd be very surprised if it did work.  My guess (but it's just a guess!) is that the Voodoo card worked under Linux on an Octane, when the native graphics were unsupported.

Hard to tell just how much support PCI has since the Linux 5.5 MIPS/Octane patch, but maybe:

Another possibility is that the Voodoo card "works" by compiling the X.org (or even XFree86, given the age of the hardware) X server for IRIX and using that instead of Xsgi.  I say "works" in quotes because you wouldn't have hardware acceleration without the DRM stuff in the kernel, which is obviously not present on IRIX.

It's a Voodoo 3 and it can work on IRIX but you don't have any hardware acceleration and it's 800x600. Cute, but useles.

Now checked on my "pci cards box" and found one of this 3c996B-T cards.
Could be cool to install on my octane pci box.

Usually you need to get around the PCI vendor ID check, either by writing flash on the card or by patching the driver

And actually worked the card is detected and can ping, but if I try to do anything on the network will crash IRIX.
The file is already patched and is for the Origin2000, maybe there's another patched file for the octane ?, or the patcher elsewhere ?.
