Is there any scope for emptying railgun's as indirect weapons? Using "smart" rounds? (laser-guided sniper weapons?)

In a word; yes. We have smart round technology under active development, in our facility we're working on a 6-inch round for the railgun and a 5-inch round for the Navy's standard deck mount gun:
