A couple of years ago I had a NY-based data retrieval service successfully read an old QIC tape of RenderMan software. He charged about $100 and was pleasant to deal with, so if that's within your budget:

For closure, I did find a small company that had an appropriate QIC drive earlier this year. I also had a small reel tape that was done on a DECtape connected to a VAX 785. I sent both tapes. They were successful in getting quite a bit off the reel, but very little off the QIC. Evidently too much time had elapsed...
