If a fan fails it will throw the rest on max speed to avoid cooking the system. If all fans work the system should be considerately more quiet under normal conditions.

A loaded O2K / Oyx2 can engage high fan speed on a summer day if your room is not airconditioned. It's turning a kilowatt of power into heat so i wouldn't mess with the fans. You need enough static pressure to keep sufficient airflow. Noctuas won't do.
