You could add "-I/usr/share/src/OpenGL/toolkits/include/GL" to the compiler command line to add that directory to the search path for headers.

However, there should be a Makefile in /usr/share/src/OpenGL/teach/glut_based that sets these things up for you.  Have you tried just running 'make' in that directory instead of calling the compiler manually?
