Ebm-Papst fans provide a good alternative for Panaflow fans in terms of static pressure and airflow, you just have to find the right version.

(This sounds like a heat issue to me...)

Do you find them quieter for similar performance? I am looking to replace the fans in my I2 soon.

I don't think there's anything wrong with the Panaflow fans I have. When running with the case fitted, there is a strong flow of air from both of them and there's no rattles or anything to suggest worn bearings or anything else. Should also point out that I live in the North of Scotland and the Indigo2 is running in a room that's only around 19-20 degrees Celcius, I'm sitting here in a jumper whilst it runs and these things were made to operate in far warmer countries/offices than mine. There is also no issues with dust or anything like that, the system is clean and all air-vents are free and unobstructed.

My thoughts on the fault is that there is are one (or more) degraded components somewhere that are getting warm whilst the system is running and which misbehave as a result - something they wouldn't have done when the system was newer. I do think ultimately I might have to buy a few spare bits for it to test. I was just hoping to narrow it down before I start buying and swapping motherboards, GIO risers etc. that might actually be fine. Unless of course I do have two duff PSUs...

I agree, this sounds most likely. I wish I could suggest specific parts to check, but unfortunately everything in a computer is connected by this pesky conductor called copper...

Can we see some pictures of your I2 with the case off, in the place where you typically set it up?

Only slightly, but that may be down to wear and tear on the old panaflows. I've never had a new panaflow so cannot comment on them new.

Fair enough, thanks. I suspect that high static pressure and quiet are mutually exclusive, but I'm not sure. I recently posed that very question to Gamers Nexus, who specialize in airflow testing. I'm hoping they will cover it in their next AskGN episode.
