Aha, I see your point. Political organisation.

I guess then it will depend on how people feel. Of course, there's more integration between US states and EU member countries, and interstate tax transfers, centralised debt issuing etc (although EU Central Bank blurred this a bit).

Then I think it comes also to what minimum amount of cohesion in a group to be called "country". No one could deny that Austria-Hungary was a country, but made of many member nations.

Then what constitutes a nation?
