Identifying unknown DIY module in O2 machine.

Identifying unknown DIY module in O2 machine.
Hi,
I got hold of an O2+ machine that doesn’t power up and I found inside a home made pcb module mounted on the pci riser slot. Any idea what that might be?
   
   

It seems to be connected to pcb pads that are normally used for a transistor looking part, which is not populated in this case.

I also wonder whether it’s ok that the processor is missing the big heat sink which is present in case of O2 non plus machines.
