Nekoware Documentation - Raion - 02-27-2025

The start of the nekoware docs have already begun:

Optxeno was brought back by me specifically to server as a bootstrap helper. 

I am maintaining everything I've ported thus far, but I will need help to get more stuff moved. 

GCC is permitted, just read the documentation to understand what's expected.
