I'm pretty sure that's a free download from Oracle's website, but you've got to have an account with them. It's linked here:

You do not just need an account with Oracle, you need a service account to be able to download service stuff.
This is always really annoying! I have not found a .cn or .ru ftp server with a complete copy.
A mirror of the old Sun.com domain would be marvellous...
Perhaps you have a friend or colleague, who is working with Oracle DB? Then you could be able to ask for the download there.
