Photoshop looks for /usr/local/flexlm/licenses/license.dat. Just rename the file and place it in that folder. You don't need those custom license location instructions.

You can find the location of files that a program uses yourself with strace(1).
For example,

Using strace gives me “ERROR: tracer already exists”
And it does see the license.dat, but gives me an error of “Feature start date is in the future”
License.dat does have “01-jan-0” in it, and I tried changing it to 01-jan-90 which then gives me “Feature has expired”. Even the release month doesn’t work (01-nov-94) What’s the sweet spot?

You can't edit the date in the dat file. It's part of the license. Set your date to any time from 1998 onwards.
